Our youngest is only a year old and has changed a bit and is by no means tall but we found the 3T fit her well. They're a bit long on the legs, but they also seem to stretch towards you a bit, so I think they'll last a while on her. For the record, she is very average height but only weighs 30 pounds. during a year. So I wouldn't say the 3T is too big for them. 2T might have been a good fit, but I didn't want the seams to rip like we do with other pajamas. However, I will say that I would wait until they are on sale to buy them unless you really want them now. I will make sure they are back in stock for my older children and also for fall/winter.
