I bought L for waist 100 cm or 38 inch bellybutton and 35 inch my skinniest high waist, it's strechy so it fit, but the skirt still looks a bit smaller.
If you wear large clothe with skinny waist is fine, but if you were slim clothes, I recommmamd you XL.
