Where is the quality control? What is that?

Spoon in an excellent shape and very heavy, with straight sides and edges on the handles. The first photo shows the entire stack of measuring spoons. Note the gap that exists at the bottom of the stack. The two spoons do not stack or fold properly. The second photo shows two spoons, which seems to be the source of the problem: 2/3 tbsp doesn't fit properly in 1 tbsp, making the whole stack unstable. It can't change their metering abilities, but it might. Each spoon is packed in a small plastic sleeve and attached to a ring that can be opened and closed. The aforementioned deformation of the spoons was visible even when they were all still in their plastic cases and on the ring. Where was the quality controller or is there such a body in some countries? It wasn't the "cheapest" set on offer that one would expect to have problems with. I won't be using them in the ring as I've found that once one spoon is used to measure, the other spoons get dirty, especially when measuring dry and liquid. . So it's important that I can store these spoons in a stack, either in a drawer or upright in a small container. Measuring scoops aren't a big deal to buy, but product pride should be important to someone. End of my diatribe about measuring spoons.
