My daughter is 15 months old and weighs 22-25 pounds. She has broad legs like her father. I bought a size 5.5 and it fit her perfectly leaving less than half an inch to slack. They look great with or without socks. Very soft material and easy to put on. My child loves them, she will put her foot in my face to put them on. I will buy bigger ones when she outgrows it.
