It is dipped. The lid slides up the handle exposing the plunger and it should snap into place allowing you to dive without falling and getting in the way of the lid. but I accidentally knock it back just to try to control the plunger with my hands. I ended up having to hold it while holding the pen, which is uncomfortable in my hands. And the rubber head on the butt is too soft - it slips into the hole when I try to sink if I don't hit it at the exact right angle. i hate my toilet
