Yes, this is a charger. Just does its job well. The only point of criticism is the location of the USB ports. If you've ever had an item that needed to be charged via USB, you know that it's very important to keep the plug of this suction cup straight so as not to damage the inner workings. You also know that most USB cables sold with electronics are pretty short unless you bought an extra-long cable from Revain. Due to the arrangement of the connections, the cables either lie directly on the floor or hang awkwardly in the air. It's also impossible to connect them to the surge protector without blocking the other connector. This product works well but causes slight inconveniences.
