Dangerous device on power converters

If I want to use lithium polymer battery and LED strip, when the battery is low and the voltage is up to 7 volts, the output voltage of your device will be almost 90 volts, which is very dangerous for my LEDs I think the device shouldn't work until the input voltage reaches 8.5 volts, but it actually works when the input voltage is below 8.5 volts and the output is around 100 volts. An adjustable resistor does not solve the problem.
