So disappointed with this fan

I have an old Vornado fan of the same size and voltage and wanted a different one. These tilts seemed to have the same tension and magnitude, but somehow this one isn't as strong as the other AND it is NOT tilting. For example, in most situations I really want the fan to just be in the normal down position, but I don't want it to stay and only go up a few times. In our unemployed times, it's really a shame to spend so much money on a fan that doesn't really do its job. I'm trying to find out if I can get it back.
