They come with caps already sealed. You need to pry off the plastic part and the ball. I ripped my knuckles trying to rip off three before giving up. Also, the plastic piece that comes with the kit will tear the plastic piece if you try to pry it off. It would be 5 stars if shipped without plastic and the bullet is already on the bottle.
