Not a gel but a good one

Changed the thermal pad on my Aorus Master RTX 3090 the stock was down to horrible thermals on the video memory down to thermal throttling. Let's say I was pretty sure I had the wrong thickness but after a week or so the temp went up and I checked the bolts and the pads sank a bit and they were completely loose. Tightening up made the thermals even better, and then a week later, a similar thing, though not as bad, tightening up improved core temp. I would say they are thick, they are a bit harder than gel pads but overall a great product. However, note that there will be adjustments over time and you will need to watch the temperature and tighten the screws for a while after applying. I'll edit this review later to add the exact thermal pad requirements for the Aorus Master RTX 3090, there seems to be really limited information.
