The engine does not accelerate with this carburetor.

I installed this carburetor in my club car (Kasawaki engine) and the engine does not accelerate at all. I took it off and put my old carb back on and it worked fine although it was leaking so I ordered a new one. Put in a new carburetor and it still doesn't accelerate. So these new carburetors have a problem that I can't identify. Many Thanks
