Short changes and false advertising

I ordered 296 pieces. and received (2) 135 pieces, which equals 270 pieces. I'm missing 26 pcs. I would like a part of my money back or send additional fibers if possible as 260 pcs is a lot less than what I paid for. I would consider this false advertising. Didn't get what I paid for and here is a photo of the plastic it came in.
