My cat keeps the rope on the ball for dental floss

Not heavy enough to use as a scratching post. It tips over very easily. The cat in the photo must be a few months old. My cats tower over him. The item was partially assembled despite the assembly instructions. Was it a comeback? The tree is not ready yet. I would like to because I don't know how to do it.
