I have these to fit a license plate to a cargo trailer. The license plate was brand new, aluminum, pretty soft. The head of these screws is slightly larger than the license plate hole, it will engage the license plate about half a millimeter either side of the license plate hole. The panel soon fell off after the holes in the soft aluminum panel grew larger over time. I had to buy some 1/4" washers to put under the bolt head and under the nut on the back to keep the panel from falling off the bracket. Except the bolt head and nut are too small to use .For a license plate bolt they are well made, the nuts are tight and have a nylon insert to keep them from rattling, the tool works well for installing bolts, you just need to have a large bolt head and nut or they come with flat washers for but for the price they are of excellent quality and well made.
