I do not recommend for portable devices
The fan is silent, but at maximum the fan blows air about 30 cm from the fan itself. Ice makes it slightly cooler, but if you turn on a humidifier, there's almost no difference. Except more noise. I got this for the heat wave, it doesn't help much and I'd like something bigger or stronger because I'm dying from the heat.
