You have sent us a used device! on scanner

I had to buy a new device. The first had no activation code to download the software. So I changed it to something else. Today the 2nd came and it is used. The back of the manual is labeled and the USB stick was missing. (It's advertised as included) Needless to say it's coming back and I'll be buying it from someone else.
