Couldn't even connect, but most likely unsafe

Let me start by saying that I rarely (if ever) give bad grades. I also hate almost all 1 star ratings so I couldn't bring myself to rate this one 1 but probably it is. First, there is practically no screen printing. I wrote: J1 (two contacts), + 5V, minus in a circle and a kind of circle with spots. From here I can assume J1 is AC, but what is the spotted circle? There's no AC ground pin, so that's not the problem. Second, the silk says +5V and this unit is 3.3V. I haven't turned it on yet so I'm not sure what it is, but it's either not what I ordered or the wrong silk . Third, all the exit holes are filled with solder, so now I have to desolder the board before I can re-solder it. Fourth, I'm not an electrical engineer, but I'm pretty sure that a 240VAC network needs some margin to 5VDC. This whole board seems very insecure. If it ever turns on, I can't use it unattended. EDIT: Once enabled, the PSU cannot even support the LED.
