much smaller than I expected

Bought these to wear with two oversized winter coats, stylish but essentially not functional---in the Boston winter when I may wear your coat around your neck, you don't have to wear it. But they are small, and I measured them incorrectly or didn't understand what exactly the measurement refers to. Anyway, I can't find anything else on Revain that's unusual. Continue to handicraft and sewing shops. I can't use them, but I shouldn't return them either.
