Paint peels when sorting and stacking toys

Items themselves look great but paint is peeling. When you buy it, you are specifically advised not to use water for cleaning, which makes sense as it is a wood product. It says to use wipes like I did, the wiping is very minimal and so much paint is rubbed off. Part of the description says it's a non-toxic product, but it's not about paint, it's about wood. The color is extremely toxic if ingested, as colors like Red 40 and Yellow 40 are highly toxic. Even for the recommended age for use, even though kids know not to put these items in their mouths, they still touch things and then put their hands on their face against the skin etc. Technically I assume the Paint is toxic as the description says nothing about the paint itself being non-toxic. Unfortunately I have to send it back as I don't think it's safe.
