Should be sold as giant rolls of toilet paper
Seriously - I've bought toilet paper thicker than this. It's essentially a huge role in public toilet quality. They should not be used as paper towels because, as others have pointed out, they fall apart when wet. I thought they would be great for cleaning mirrors and light housekeeping, but they're useless for that. Goal. Not sure how I will use them as they cannot be used for wet tasks.
