It's somewhere between a 4 and 5. I'm giving it a 5 because it really works, unlike many others that don't seem to work. I've tried cellular and wifi and they seem to block them. Both are good. The only time I connected to Wi-Fi was when I literally put my bag a foot over my Wi-Fi. I know this because I just turned on Wi-Fi calling and then called my phone. Only 3 meters away and it didn't work. For the price if you want to be sure it works I would take two bags and put one in the other and I think you are 100%. No questions. It is smooth and soft on the outside and very flexible. It has a kind of rubberized coating, inside it has a comfortable mesh. You fold the top a few times with Velcro to seal it. I bought a smaller bag and am now buying a larger one to put in if I ever want to be 100%. I will continue my review when I test it with a larger bag.
