Cardboard, holds up to my 17lb Norwegian Forest Cat. He only likes cardboard scratching posts and usually chooses from all the fancy rugs and Sisel scratching posts I bought him for the scratching post. He loves brushes! I don't see him play very often as he's an old man, but he wanted to go into town with those tassels. He likes to sleep on it if he doesn't feel like it. Our cat behavior specialist said to give him lots of opportunities so I put them around the house so he always has an opportunity to scratch himself to relieve stress. When one side wears out, I take out the board and turn it over for further use. The cardboard frame for the board is able to take the load and weight of my massive cat. I recycle them when he's ready for a new set. Of my six cats, he is the main user. It's good to have different types of surfaces for your cats to choose from as they have personal preferences.
