I can't get it to work

They don't stick. The instructions state there is a backing film that needs to be removed before applying to the window, the films do not need to be removed. I washed the windows thoroughly. I tried less water, I tried more water. You don't stay. Another type of chain I ordered for another window really holds up. It came with an attached film. This is the only difference.
