Runs small and the sizing chart doesn't match

Runs small and the sizing chart doesn't match the ordering options. I have a 6 year old boy who wears a size 8. With a waist of 29 inches. Most of his shorts are elastic. I ordered size 8 but the tag is small when I received them. Some of the images show an elastic waistband and the products do not have an elastic waistband. I reordered a larger size, 10, hoping it would work. I'm glad I have time for them to arrive and also that I can come back!
