Stretchy but it holds my pant up and doesn't bind. Very comfortable.
I bought this for 2 pair of short I got for the summer. It is super comfortable but still holds up my britches (thank goodness!). There are no "designated holes" in the belt, the stem fits right into the weave of the belt. Great belt!
