Think of it like sweatpants and a sweatshirt and you're closer to what they really are. The pants, in particular, are loose at the hips and thighs, making them less than useful as true thermals unless worn under something even looser. The fabric is piled much more densely on the inside than in the recently popular fleece leggings.
