No tapped holes! in Spare Parts

This product comes with unused mounting holes! No mounting option. I'm trying to figure out what they want from me. I could choose it myself, but why pay money for a defective part. There is no way to contact the seller so it's time for me to go to the center. This is crazy from the GM store, if I could contact them maybe I could trade it up at the dealer.
