This is normal for beginners.
I like how the wheel lights come on. It is good to start by introducing your child to the scooter. I have a 20 month old baby and it is safe. The wheels don't turn, it's normal for the baby to start and be safe. I don't see the likeability of a 3 year old as the handle doesn't maneuver. I have to help him move in the indicated direction.
