Not just cotton on my review.
Nice little shoes, but a few things I wish I knew:- it runs big- there seems to be some sort of fiber fill between the cotton layers to add stiffness and shape, so they aren't as soft and comfy as I was expecting- still stay on baby's feet better than socks and provide traction, so we are keeping them

- These slippers are exactly as described. Very cute!

- The booties may not provide enough support for a child who is learning to walk
