So I bought the small size. It fits my 3 month old 9 lb puppy. It's just that the hair is too big in the tightest setting, but it's totally functional. Now I can put it on my 23lb 5 year old too. In the loosest position, the Velcro will not rotate, but the straps will snap. Just to give you an idea of what a range from the tightest to the loosest can be. If I were buying it for my girlfriend I would buy medium and put it on the tightest setting. Super sweet! I can't wait to see her by the pool. Baby Shark Doo Doo Doo
