I use these dots for many purposes and I have no problem attaching them to the material I'm using. BUT I've read that others have complained that they don't easily remove from the plastic backing so they don't stick to fingers. The easiest and perhaps correct way to attach the dot to the paper is to separate the clear plastic cover from the white background and from the backing of the plastic sheet (whichever side the dot stays on), press down the ENTIRE dot with and close smooth your finger or hand. The dot will then magically stick to the new surface and you can peel off the film. Very easy! Your fingers should never touch the sticky area.
