One can argue about the legality of this device, because in reality it is a club. Because it holds change and can be considered a purse, its legality can be debatable (debatable, but not entirely illegal). I filled the device with big money (pennies) as much as I could fit and at the same time I closed it. I don't think this device is heavy enough to be an effective racket. If a person fills the cavity with fine shot (#8 or #9) this could be an effective racquet.
