Front frame was welded to the wrong end

I have a truck with a 2 1/2" coupler pocket. I bought a truck extension and needed an adapter to convert the 2 1/2" receiver to a 2" receiver. This receiver has a collar welded around the front. The purpose of this is to prevent the adapter from being pushed too deep into the receiver tube and not being able to be removed. The kingpin hole is not centered along the length of this square tube. It is 1/ 3 on one end and 2/3 the length of tubing on the other end. I fitted this bracket into the hitch receiver.
