I'm 5'4", about 116 lbs, hips about 37" and bought a size S. This skirt is great! It is very soft and light, with sufficient elasticity. The foldable waistband ensures comfort and individual adjustment of the skirt height and length. The fabric is quite thin so if you go for a lighter color like I did in mint green, be sure. Choose the right underwear (both skin-colored and seamless, since the seams are visible under this fabric). At 5ft 4in this skirt is a bit long for me even in flats but that's what I expect from most maxi lengths. It's perfect with a pair of wedges and I can put on flip flops when I'm lifting my skirt up the stairs and stuff. All in all, for a gorgeous, lightweight, flowy, soft and breathable maxi skirt, you can't beat the price of this skirt.
