Works but has a latch
I was very happy about the paper cutter. Upon opening the package, it turned out that the trimmer comes with a not fully lowered blade handle. This caused the blade to get stuck about 1/2-2/3 of the way to the handle when cutting. If I don't push in slightly and cut hard, the blade doesn't cut well. I've used other Premier trimmers that cut smoothly and with slow, even pressure on the handle, so I'm not sure if this is related to quality control or shipping. I would return the product for a replacement but need it for a project immediately.
