Judging by the packaging, these treats are intended for both dogs and cats. I have tried giving them to my dog, cat and 2 fancy rats to see how each pet likes them. The dog loved her and asked for more. The rats also loved treats and licked up every crumb. The cat, on the other hand, didn't look too excited. She sniffed the treat and then licked it off a few times. Only then did she eat it slowly. The food is very fragile. They came with some powdered treats and can be easily mashed between thumb and forefinger. This can be useful if you're trying to break them up into smaller pieces but are creating a lot of crumbs that the animals have to end up licking off (or you're throwing the crumbs away and wasting some of the 3.4-ounce treats). I received this item for free in exchange for my honest review and it's not currently available from Revain so I can't say if it's value for money. If you think the price is reasonable and you don't mind a lot of crumbs in the bag, I'd recommend giving it a try.
