The pen is completely dry. With the glitter pen, the glitter is simply applied to the nail; They put the glitter in the pen and it just goes through and disappears for the first few seconds and then they need more glitter. It's somewhat manageable when held at a high angle. But then it does not stay on the nail, but just falls off everywhere, which can be corrected by applying varnish. But the shiny pen tool just isn't very well made. Stencils are decals that don't hold the correct shape between being removed from the backing and applied to the nail and then the nail polish will still bleed and it just looks like a big ball. We used it once and it has grown and will probably never be used again. I wish I had bought an adult set for my 8 and 6 year olds. We really wanted to be able to just add a heart or flower to their nails rather than a kit they can make themselves.
