Very heavy material but the u-bolt didn't fit the bracket

I bought a couple of these and when I decided to mount them on the hitch the u-bolts didn't go in the hole in the mounting piece. The hole is too narrow to fit an item on my hitch and I had to go to a hardware store to get another U-bolt for my car. If you look at the picture the U-bolts fit the middle bracket, I think they are the wrong screws for this product, the screws came in separate packaging so they weren't made for this bracket
