The good news is that they are not required for safe noise.
The springs are loose and almost impossible to install without them. The good news is that they are not required for safe and quiet driving. As far as I know, their goal is to reduce noise. In any case, after installing these pads, my braking distance was significantly reduced and made practically no noise. A definite improvement over what I consider standard pads.
