I tested the camera today and captured a minute long video at each of the framerate and bitrate settings. I set it to high quality. I then checked each video file on my Windows 10 computer by right-clicking on the file and checking the properties. Click the Details tab. The bit rate in each file was significantly lower than advertised. For example, the manual says 1080p at 60 fps captures detail at 45 Mbps. It actually only records at 26Mbps, a lot less detail, giving a much poorer video. The manual says 4K at 30fps captures detail at 60Mbps, which is good quality video. In fact, however, it only records at 48 Mbit/s. Not bad, but nowhere near as clear and crisp as 60Mbps. For the $115 I paid I find this quality acceptable, but you can pay less if you buy direct from RunCam.
