A little baggy for my skinny friend

I ordered 2T for my skinny (28lb 38in tall) 3 year old. I ordered a little smaller knowing my boyfriend is thinner...they fit around his waist but then spread out on the thigh (photo pants MC Hammer). I don't hate them, but I'll wear skinny pants to look a little more proportioned.
