I know that the open circuit voltage of solar cells is high when there is little or no current. So the fact that a 5V or 6V solar cell is likely to measure higher is no surprise. What is surprising is that although these cells are sold as 7V cells, they are actually labeled as 5V cells by the manufacturer and then deliberately plated. some black goo so we consumers can't see what we're actually getting. Each panel has 14 individual cells, so it's rated for 7 volts? Who knows. Anyway, Isc in bright sun is 110mA for 3 cell. which is close enough to the specification.
