Half good half bad for computer accessories and peripherals

I bought 2 twin pack USB 3.0 extension cables. Only 2 cables work properly. The other 2, my external drive, flickered and then turned off and on and off like I was plugging and unplugging it. It was blinking on screen just as I was plugging it in, but when I tried to access my drive it went off for a few seconds, then came back up after about 5 seconds and did it over and over again.
