By measurement I should have purchased a 20, but ordered an 18 as that's my normal size - glad I did. A size bigger would not have fit well for swimwear; there's a good stretch to the material. I am busty (38FF in EU sizes) and the top holds the girls in. I did remove the bra pads. Not sure why they were even included - they seem like they would really retain water and not dry like the rest of the suit. As an added plus the tank top has darts! This will become my go-to suit for lakes etc where I don't want to wear my very expensive underwire bra size suit.
