I bought here from ZANY Values and got 2 pack. From the question, guess that there are 4 shakers on two cards. The description doesn't say (2 packs), but one of the photos says "x2". I can confirm that they work well. Regular salt comes out just fine, and regular pepper comes out just fine. They didn't open or unscrew unexpectedly. So it's handy for me to keep them in my jacket or in the car to "salt and pepper" when I feel like it.
