Too small for adult heads

I bought these because the description said they were for adults but they were basically too tight for 9 different adults trying them on for fun. We had a Santa hat and wanted some elves just for fun. We still had fun, we tried them on, laughed and Bobby put them on our heads. Not a total waste and postponed until next year but we may have to repeat it. I would have paid a little more if they only had an elastic pad at the hem. Otherwise, it costs a little more than it's worth.
