Exactly as described. It gives out rated amps and the build quality seems excellent. What else would you like to ask? I've added photos showing the panel feeding 2.65-2.7 amps into a small SLA battery powered by a 37 watt light bulb. The charge controller is a cheap PWM that I found here at Revain. These photos were taken around 6pm on May 24th here in South Central Alaska.
