It adapts. for my opinion
Went to Ireland for a week with no problems charging a smart watch, phone, and vape. Did NOT use it for an iron, hair dryer, or laptop so not sure what damage we avoided, but it is perfect to keep Americans charged, and plugged into our phones.

- The adapter may not work in areas with unstable power
