These are base plates. Not stackable.
I learned something, there is a difference between floor panels and stackable floor panels. I bought these for my son to use as a lid for a box he is making. They could not be used for this because the underside of the plate is smooth. He ended up using them to stabilize the bottom of his box (he used layers of several smaller pieces to form the bottom). He liked that he could "notch" them and tie them to the right size. Others might find it flimsy, but for this purpose it worked.
