The quality is quite good, it doesn't sparkle, but no.
The quality is pretty good and not shiny, but it's not for a small baby. My daughter is one year old, she is very tall for her age and she bathed in this thing. We ended up having to buy another brand to go with it. But it would be great for the 2+ crowd.
